Rules Committee, Constitution Sub-Committee Report 2015
The following two changes were proposed to the St. Paul DFL Constitution. They both passed and were adopted April 19,2015
1. Allow the St. Paul DFL Central Committee greater freedom to schedule Ward Conventions in relation to the City Convention.
Article IV, Section 4, Bylaw A: Eliminate “Ward Conventions shall be held no earlier than 60 days and no later than 30 days prior to the City Convention.” Add: “Each Ward shall hold a convention prior to the City Convention. Ward Conventions may be called at other times only for the purposes of endorsing candidates for St. Paul City Council.”
2. Clarify that the five principal City DFL Officers, not the City Directors also, are automatic delegates to Ward and City Conventions. City Directors are still members of the Executive Committee. Ward Coordinators remain automatic delegates to both.
Article IV, Section 5: (B) and Article IV, Section 7: (B) replace: “Saint Paul DFL Executive Committee (as defined in Article III, Section 1)” with: “Saint Paul DFL Executive Committee Officers (as defined in Article III, Section 1: Chair, Vice Chair, Outreach Officer, Secretary and Treasurer.)”
